Robert Mueller, one of the most consequential figures in modern American law enforcement, has died at 81. Mueller served as Director of the FBI from 2001 to 2013 — the longest tenure in the agency’s history since J. Edgar Hoover — and later became a household name as the Special Counsel who led the investigation into Russian interference in the 2016 presidential election.

Reshaping the FBI After 9/11

Mueller was confirmed as FBI Director just days before the September 11, 2001 terrorist attacks, and the crisis instantly defined his tenure. He oversaw a sweeping transformation of the Bureau, pivoting its primary mission from domestic crime to counterterrorism.
